
Collaboration, Technology, and Vision: Tel Aviv’s journey to becoming a leading Smart City and innovation ecosystem
For decades, my work has been deeply intertwined with Tel Aviv’s vibrant pulse. The city has defied its relatively young age to become a globally recognized leader in tech startups and innovation.
The success wasn’t accidental; it resulted from a deliberate and multifaceted approach, recognizing that true city-making goes beyond mere branding and requires a deep understanding of a city’s DNA and a commitment to enhancing the lives of its residents.
Tel Aviv’s founders had a startup spirit.
The spirit of innovation that defines Tel Aviv today is not a recent phenomenon. It is deeply rooted in the very fabric of our city, tracing back to its audacious beginnings in 1909.
The sixty-six families who embarked on the seemingly improbable task of building a city on dunes were, in essence, the original “startuppers.”

This inherent entrepreneurial drive, this willingness to take risks and build something from nothing, has been a constant throughout our history. Even twenty years after its founding, Tel Aviv hosted a significant fair showcasing innovation, a testament to this enduring spirit.
The birth of Tel Aviv Global
While this inherent spirit existed, consciously shaping Tel Aviv’s global image required a more strategic approach. The centennial celebrations in 2009 provided a crucial inflection point. As I was appointed in charge of these celebrations, I recognized the opportunity to “stretch the brand” of Tel Aviv beyond its local context.
This realization led to Tel Aviv Global, a dedicated initiative under the Mayor’s Office focused on elevating the city’s brand and global positioning.
Our task was straightforward: to place Tel Aviv firmly on the global map by attracting international students, boosting tourism, fostering global entrepreneurship and high-tech startups, and improving our city’s rankings.
We strategically leveraged Israel’s “startup nation” narrative, proudly positioning Tel Aviv as the “startup city of the startup nation.”
The bedrock of branding as global city
However, we understood that effective city branding is not solely about crafting compelling narratives. It requires a solid foundation—the actual “product” of the city itself. This meant enhancing Tel Aviv’s livability, creating a walkable city with functional public spaces. We envisioned these spaces as “pockets of health,” offering places where people could meet, work outdoors with Wi-Fi, and connect.
This focus on the “creative class” and providing an environment where they could thrive was crucial. The Tel Aviv Foundation, where I currently serve as CEO, plays a vital role in raising the quality of life for all residents through strategic funding and partnerships that enhance our city’s values of openness, innovation, inclusion, and opportunity.
The Foundation’s work, overseen by Mayor Ron Huldai, ensures that our growth is inclusive and benefits all residents.
Becoming a Smart City
Our commitment to innovation extends beyond the startup ecosystem. We recognized the importance of leveraging technology to improve urban life, leading to our 2014 recognition as the ‘Best Smart City in the World.’
This accolade further solidified our global reputation and attracted other cities eager to learn from our administration and practices.
A critical element in Tel Aviv’s transformation has been cultivating strong public-private partnerships. We understood that achieving our ambitious goals required breaking down silos and fostering collaboration across all sectors.
It involved removing “red tape and rolling out red carpets” to encourage the private sector’s involvement. We recognized that the private sector, being inherently more risk-oriented, is a crucial engine for growth, and its success is intrinsically linked to the city’s brand strength.
We even engaged seemingly unlikely groups, such as taxi drivers, to ensure everyone felt part of the city’s global journey.
Fostering mixed ecosystems
While the concept of innovation districts has gained traction, true innovation often emerges from organic, mixed neighborhoods rather than artificially created zones. Breakthroughs occur when diverse individuals, ideas, and needs interact within a vibrant urban fabric.
The balance between private and public initiatives, the young and the old, and different sectors and perspectives fuels a city’s innovative spirit.
Like cities worldwide, Tel Aviv faced unprecedented challenges during the COVID-19 pandemic. However, our resilience and Mayor Huldai’s strong leadership helped us navigate this period.
While hybrid work models have become more prevalent, the fundamental human desire for connection and the concentration of resources in urban centers remain strong.
Nowadays, our focus is on further enhancing our public spaces to remain vibrant hubs for social interaction and economic activity. Drawing inspiration from cities like Barcelona, filling the streets with life is more critical than ever.
Tel Aviv Foundation as a tool for quality of life
The Foundation serves as a crucial tool for continually improving the quality of life in our city. Through a unique matching model, we partner with philanthropists and donors to fund specific, impactful education, community development, and infrastructure projects.
This collaborative approach allows us to address the needs of all our residents, including the most vulnerable, and to implement innovative solutions that might not be possible through the regular city budget.
The Foundation’s strategic alignment with the city’s overall vision, guided by the Mayor’s chairmanship, ensures that our efforts are cohesive and contribute to Tel Aviv’s continued progress.
A city built on collaboration and innovation
Tel Aviv’s journey to becoming a global smart city and innovation hub is a testament to the power of vision, strategic planning, and, most importantly, collaboration. It is about understanding a city’s inherent strengths, consciously shaping its global narrative while investing in the tangible aspects that enhance the lives of its residents.
